ARTICLE I - NAME & OBJECTIVES

Section 1

The name of this organization shall be "Bergen County Young Republican Club, Inc.", which shall be referred to in this document as "BCYRs."

Section 2

The purposes and objectives of the BCYRs are as follows:

To foster awareness and allegiance to American principles of government and public service, to promote individuals best qualified for public office in order to ensure sound legislation and competent administration; to resist and oppose political corruption; to prompt honest and free electoral methods; to encourage public attention to and discussion of the conduct of government and civic concerns; to engage the interest and activity of young voters in support of the purposes and objectives stated above to the end that the condition of American Politics shall continuously improve through the medium of the Republican party.


ARTICLE II - MEMBERSHIP

Section 1

Any legal resident of Bergen County between the ages of eighteen (18) and forty (40) years of age, inclusive, who is a citizen of the United States, being a registered voter in the Republican Party, who shall adhere to the purposes and objectives of BCYRs as expressed herein, shall be eligible for membership.

Section 2

Any person not eligible for membership, as per Article II Section 1 of the Constitution, may be voted Associate Members.

Section 3

Rules and regulations regarding admission to membership shall be provided for in the By-Laws of the BCYRs.


ARTICLE III - AFFILIATE CHAPTERS

Section 1

In order to further the purposes and ideals of BCYRs and of the Bergen County Republican Organization, the BCYRs is hereby authorized to accept Young Republican clubs within Bergen County as affiliate chapters.

Section 2

Any eligible Young Republican club may apply for recognition and standing as an affiliate chapter by submitting an application to the Executive Committee of BCYRs in such form as shall be designated by the Executive Committee.  The Executive Committee shall vote upon the application at its next meeting immediately following the receipt of the application, provided the members of the Executive Committee have been given seven (7) days "written notice", meaning the written notice was postmarked seven days before the aforementioned meeting.  In order for an affiliate chapter to be approved, a majority of the entire Executive Committee must vote in favor of the applicant.  If the Executive Committee approves an application, the Chairman shall report this fact to the membership at its next regular meeting at which time there shall be a vote of the membership on the admission of the applicant as an affiliate chapter.  The Chairman will allow discussion of the issue, allowing any member to make presentations concerning the application, pro or con, of no longer than five minutes.  Questions may be fielded at the discretion of the Chairman.  A simple majority vote of the members present, provided there is a quorum present, will decide the issue.  Approval of the application shall not operate to make individual members of the affiliate chapters members of the BCYRs.

Section 3

An affiliate chapter shall remain in good standing until recognition is withdrawn upon good cause shown.  "Good cause" shall mean performance of any act or acts or the advocacy of any policies contrary to the objectives and purposes of BCYRs.  Charges made against an affiliate chapter shall be in writing signed by the person or persons bringing the charges and shall be submitted to the executive committee.  Thereafter, the Executive Committee shall hear the charges at its next meeting, provided the members of the Executive Committee have been given seven (7) days written notice, that being defined under Article III, Section 2 of the constitution.  If a majority of the entire Executive Committee votes to consider the charges, the Chairman shall report such fact to the membership at the next regular meeting, at which time the membership will vote on the issue of withdrawing recognition from the affiliate chapter.  The chairman will allow discussion on the issue, as outlined in Article III, Section 2 of the Constitution.  A simple majority vote will decide the issue.


ARTICLE IV - OFFICERS

Section 1

The officers of the BCYRs are as follows: Chairman, Vice Chairman, Treasurer, Recording Secretary and Corresponding Secretary.  Those officers shall hold office until the reorganization meeting next following their election or appointment, or until their successor shall be elected or appointed.  Nomination and election of officers, as well as their qualification to hold office, shall be provided in the By-Laws of the BCYRs.

Section 2

Th Executive committee shall consist of the BCYR officers as per Article IV Section 1 of the Constitution.  The duties of the Executive Committee shall be as provided as per Article IV of the By-Laws.  As per Article III, Section 2 of the Constitution of "Young Republicans of New Jersey, Inc." four delegates and their alternates shall be provided tot he State Association.  Aforementioned delegates and alternates are to be appointed by the Chairman and approved by the general membership.  The delegates and alternates do not have to be members of the executive committee, nor do they have a vote on the Executive Committee based upon their appointment as delegates and alternates.  The reorganization meeting shall be held in February of each year and the election of officers shall be held at that meeting.  The date for the annual meeting shall be determined by the Executive Committee.


ARTICLE V - ENDORSEMENTS

The BCYRs shall not endorse candidates for office in a primary election, nor shall the BCYRs endorse any non-Republican candidate for office unless it is a nonpartisan election.  After the primary election, the candidate or candidates who have been nominated by the Republican party may receive the endorsement and support of the Executive Committee and the BCYRs.


ARTICLE VI - AMENDMENTS

Proposed amendments to this Constitution shall be submitted in writing to the Executive Committee by the Constitution and By Laws Committee or by petition, signed by no less than ten (10) members in good standing.  If approved by the Executive Committee with a two-thirds majority of members present, the Chairman shall present the proposed amendment at the next regular meeting of the BCYRs, where discussion will take place at the discretion of the Chairman, as outlined in Article III, Section 2 of the Constitution.  At the meeting following, the Chairman will present the proposed amendment for a vote, in which a two-thirds majority vote is required for the amendment to be adopted.  The Corresponding Secretary shall give written notice to all members in good standing that the proposed amendment will be voted upon by the membership at the regular meeting at which such amendment shall be presented for adoption or rejection by the membership.
